Yes you can, dialog gives a service and you have to ask them for the activation number to do so. It costs about 25 cents US in Sri Lanka. Jeepers, I did not realise it was that cheap, per month in SL. and the procedure is very simple, you need to write the number down if you have a cheap phone which does not allow checking numbers as you call them, and enter the number in that you want blocked. Takes about 24 hours to remove the caller. I am sure that the service is available on most mobile phones because there are a multitude of callers who deserve blocking.
