Bipolar is the modern term for what was once called Manic-depressive disorder, where an individual's behavior would fluctuate from extreme highs to extreme lows. A borderline personality disorder is one where a person exhibits behaviors normally associated with a major disorder, or several different ones, but lacks all of the characteristics or traits to qualify for diagnosis of a major one..
This is if I remember it all correctly from an introductory psychology course I took fifteen some years ago.
