James Harrod came with Thomas Bullitt in 1773 to survey Kentucky. Harrod went one way with the McFee brothers and they surveyed the area around Frankfort.

James Harrod came back later in 1774 with 31 men to help him build a settlement. They were unable to complete the settlement because of Indian attacks. They left with only a few cabins finished.
They returned in 1775 and they completed their settlement. They named it Fort Harrod, and it became the first permanent settlement in Kentucky.
It was well fortified, this means protected, much like Daniel Boone later fortified Ft. Boonesborough. http://teach.fcps.net/KyRegions/davidl.htm
