    Are you referring to zero population growth?  That was of special interest some 30yrs ago maybe longer.  Theory was that a couple would only have 2 children and that if everyone would do the same it would save the planet and avoid overpopulation.  Of course that is an over simplification of the theory but it is a place to start on your research.  It really was interesting back then.
