I don't think it's your internet. I think it's your computer. Do the following: Defrag your computer, do a disc clean up, delete browsing history, delete cookies, get rid of internet explorer, download Ccleaner and use it. If you do not know how to do these things, ask someone who can. I'm guessing your computer has never been cleaned out. 

Sounds like you may have malware, or possibly even a virus. I would download Malwarebytes Anti-Malware and scan the computer. Do you have virus protection installed? If so, run a system scan. If not, get one.

If you use Internet Explorer as your browser change it.

If you don,t contact your ISP.
