      I would refer to your state/ county laws.  Usually published in a booklet- available on line or at a local library and some post offices.

        A modular home is no differently built than a stick built (on site) home. They must adhear to the same building codes as a house built on site. It is permanently attached to a foundation and is considered part of the property.
