A manipulator is one who plays on the emotions of those who truly care about him/her.  They realize that they can tell the person ANYTHING, and the person will accept it and believe it.  That helps the manipulator to get what they want, when they want it.

I have never been manipulated by a drug addict, but i have by a used car salesman.

To control or play upon a person or group by crafted, unfair, or insidious means that are often to one's own advantage. A good example of this would be a politician who lies to his constituents, in order to gain their votes.
