Every state has diferent laws regarding registering a vehicle. You would do best to call your state's DMV. I could pretty much tell you what the laws are in my own state, but that might be misleading, and I don't want to do that.
It would help if your name was on either the old registration or the title though. Otherwise, you might have to get paperwork from a probate court.
Some states have their laws loosely worded, while some are very strict in their procedures.
