Many kings in the Old Testament are labeled as "doing what was evil in the Lord's sight"
for Example
2 Kings 8:26 Ahaziah was twenty-two years old when he began to reign, and he reigned one year in Jerusalem. His mother's name was Athaliah; she was a granddaughter of Omri king of Israel. He also walked in the way of the house of Ahab and did what was evil in the sight of the LORD, as the house of Ahab had done, for he was son-in-law to the house of Ahab.
Some of these kings are prominently featured, while others are only briefly mentioned. Most likely, the king to whom you refer was King Saul, the first king anointed in 1 Samuel, the predecessor to Kind David. Saul is a tragic biblical figure whose rise and fall spans several chapters beginning in 1 Samuel ch. 8 until is death in ch. 31.
Saul's reign is prefaced by a lengthy description of the dangers of kingship, and builds upon the biblical theme emphasizing the need for a perfect king who would one day save God's people.
