    E-filing is preferable for IRS and Californication.  Probably other states are encouraging electronic filing as well.  
    As far as income, a single person with no dependents who has income of less than $9500 need not file a return. However, if you have withholding, and/or are between 25 and 65, you could file (for free at many sights) to recover the withholding and perhaps some EIC (earned income credits).  

    Anyone that files an income tax report can e-file it. The amount they earn has no bearing on it.
