In short, the Department of Land Use in each city provides covenants that detail the type of improvement and the type of occupants that's allowed on a parcel of land. For example, a single family dwelling permits a family plus 3 unrelated family members to reside on the property. Hence, if you rent to 10 unrelated people in the house, you'd be in violation.
