From my observations some crims cannot be rehabilitated, take the case of that bloke in Brisbane only a few days ago. Been out 6 weeks and attacked a female jogger who just happened to be a police woman.

The psychs do not seem to be able to determine who is really "cured" .

Criminals have to be made aware of the fact society does not tolerate their behaviour.

We see today the young people, the crims of tomorrow, thumbings their noses at police because of lack of penalty.

Some become so instituitonalised they can`t operate out of gaol.
