Depends on how many layers there are. If its just one layer you can get away with it, but two or more old layers and you better tear them off.

I have the same issue. The previous tenants must have layered on top of the existing layer because there is definitely more than one on there. I'm thinking it might be better to just replace the whole roof, maybe with a different material altogether. *(Ad link removed by Moderator Ducky.)*
Not recommended, A new roof should last 30-40 years, but if you put it over just one layer of old roof it will cause the life to be cut in half because of heat build up,

I did not know that. I know that when the shingles came off moms house they were over 40 years old and had two layers.
I believe it can depend on the weather, we did my dads house over the old ones and only lasted around 15 years. We are in south Ohio and had some hot weather but the shingles were bridle and looked like they had bubbled up from the heat.
