I plan to purchase Dell Latitude E6420 used computer. Yet it doesn’t have web camera, less space for memory 200 GB, absence of the graphic card finally no original OS: the rate is Rs: 71000 in present market that used one around Rs: 30000. Shall I purchase or….. Please suggest me… My estimate is Rs; 30000 only/-

RS 30000 seems a little expensive considering it doesn't have an OS. Of course you could install a Linux system for free. A usb web cam is not very expensive, but why doesn't it have graphics? The one I researched had a graphics chip and a web cam. What do you intend to use it for (browsing, email, etc)?
If it was a factory refurbished, the price might be ok.
