Is it just fur balls or is the cats fur matted? Fur balls you may be able to carefully cut away with a small pair of scissors. If the cats fur is matted, it will need to be shaved. Sounds like you have a long haired cat that should be brushed frequently. Fur balls and matted fur can be painful to the cat. If you can afford it, I would take the cat to a pet groomer. Petco had pet groomers.
