      It's not in a "county".  It's an independent city.  This website has general info about public offices, etc.  http://www.vbgov.com/government/departments/Pages/default.aspx

        Virginia Beach, Virginia: No County. It is independent.


        Virginia Beach grew in Princess Anne County. The growing resort of Virginia Beach became an incorporated town in 1906.
