I'm not a decorator, but it's a light glue that goes on the wall to help wallpaper adhere better.  Lots of the wallpaper today, really doesn't require that sizing be used, but check when you buy it.  Maybe some of the "real" decorators can be more helpful.

It,s basically cleaning and prepairing the wall for painting or papering.
