If the files were on your computer and your computer was stolen, you can not restore them unless there were also saved on a websites server somewhere. Then you would just download them again.

I'd like to notice that I've regained the computer.a specialist helped me restore some files ,but he couldn't restore my personal videos.what can I do?
Nothing. If your hard drive got wiped, then the videos are gone. You should always back up important stuff onto an external hard drive.
