    Hurricanes are rated on a scale, much like earthquakes.  The higher the more destructive they are.  The heavy rains can cause major flooding, uproot trees, and make roads impossible to drive on.  The high winds can tear roofs off buildings, down power lines, move cars & people.  Together it can be catastrophic.  Hurricane Katrina was just awful for the upper golf coast sates.
