    Yes, want neaning "do not need etc." like in "Thow Shall not want." 


     

    It's a complete sentence, at least, taken in context with a preceding question, which might be " Do they want to go to the store?" Answer: "They do not want." Actually, They do not want to sounds better gramatically.
