No, duh is not  a bad word at all, but it depends upon how you use it. It could sound a little rude to the other person. People usually say it when they think someone asked a stupid question. I think it came from the Simpsons.

While "duh" is not a "bad word"  (i.e. cuss word or swear word), it kind of rates right down there with "stupid" and "shut up".  Those are not "bad" words, either, but they are unkind.   When someone uses the word "duh", it is usually meant to infer that the person being addressed with "duh" has stated the obvious and it is irritating.  Here are some simple examples:

Today is Sunday.    DUH ( as in "Who doesn't know that?" Tell me something I don't know.)

I'll bet people were annoyed with me for being so late.  DUH (as in "You know it was annoying  ....  why would you even SAY something like that?  You are a jerk!)
In conclusion, while it is not necessarily a "bad" word, it is not a nice or kind word, as you can see by the examples.
