I do not wish to appear rude but really you give a minmum of information and, I assume you want maximun response.
"I live in Texas and wish to locate a friend who moved to Perth Australia ten years ago, his/ her name is Wally Woodduck. Any help would be appreciated" would be a much better question.
You see if you live in Australia you can check the electrol role, Perth telephone book etc.
Maybe, I have never tried, you can do this on Google.
