The Uniform Sales and Use Tax Exemption Certificate — Multijurisdiction is available at http://www.mtc.gov/Resources.aspx?id=1594

It's my understanding that non-residential tax code makes you exempt from paying sales tax on purchase over the INTERNET or from other states.   Non-profits have an exempt status and a code that goes with it.  Click on the site below - it will give you general information.  I would contact a tax code attorney if you are talking big bucks and simply ask them how to get a nonresidential tax code number.   http://en.wikipedia.org/wiki/Sales_taxes_in_the_United_States
