Let's say for a person, say a woman.  A skinny woman is not bulky.  A woman or girl with a little more meat or weight on her bones may be viewed a bulky.  A purse could be bulky if it has too much stuff in it.  It's not empty.  It's bulky.  Bulky is full and 'something you can feel.' as Aretha Franklin once said, or rather sang.  A bulky man might have more muscles than a thin man.  People 'bulk up' their muscles very often by doing weight training.  Bulky is giving em something they can feel, if one perfers that.  Some people are turned off by the bulky.  Some perfer skin and bones.  It's all good. And it all preference.  i like bulk.

Like a big bulky sweater.

I liked a shirt I saw that said "i'm not Fat- I'm fluffy!
