    the flag used to have the staff on the right. it is now on the left

        Probably the result of a language barrier with the country the government out-sourced the manufacture of them to. I'd contact the GAO on this matter. If you don't recieve an acceptable electronic response, press "0" to speak to a representative based in West India ...and then you will be able to speak to someone you might, or might not be able to understand attempting to speak understandable English.
