    YES...If the daughter is a legal citizen of the USA and the mother has legal custody of the child...Start by asking the mother if this would be ok and if she says yeas get it in writting with both father and mother signitures...if she says no, the father would need to potition the Court of Family Law to leave the country for a good reason...those papers you can find on your local court web-site or get a lawyer.

    ABSOLUTELY otherwise it is tantamount to kidnaping.

    Living in Canada, I had to get a notarized letter from my ex stating he gave me permission to take the boys to Peru, I have full custody but we share the guardianship. I was never asked for that letter once we arrived in Peru but had they asked and I had nothing, they could have refused us into the country.
