      Yes, here in the northeast of the USA, we sure do!  I suit up with duofold thermals under my clothes, and then the heavy coat.  It is the way I stay toasty when I go out to snow blow the driveways.

          No, but thanks for asking. If you have one to give, there might be a charitable organization or a "Coat Drive" near you, that you can donate it to.

            As a matter of fact, it's fairly common in the US. I enrolled in a world-wide program, in which we thought of ways that would help and enrich peoples' lives. In Virginia, someone in one of the cities was instrumental in starting one, and it got to be so popular, that it was expanded state-wide.
