      If you are thinking about it...DON'T.  Various people make such requests at various times.  They are scams and they're looking for YOU!!!

        It is true that many are scams, but not all. Some are just poor people trying to put food on the table.

        ...and you can tell the difference how? I would personally give only through reliable, well known charities. My money will have a better chance of going where it is intended. Just my opinion.
