You don't need to remove the fog lights to replace / check the bulbs. They can be replaced in situ.
Look up under the bumper and you'll see a small round cover held on with one screw. Remove screw and cover and you will then have access to the bulb.
Note however for the offside foglight, you first have to remove a panel attached to the bumper, held on with 3 or 4 screws before gaining access to the foglight.
The access holes are fairly tight, so nimble fingers are an advantage; but saying that I have managed to change a bulb or two in my time with my great big pork saugage sized fingers. Remember not to touch the glass of the bulb, but if you do, clean off and finger grease with meths or iso prop alcohol.
