    Nitrogen (N), Potassium (K) and Magnesium (Mg) are ingredients common to fertilizers. So without delving too deeply (meaning I didn't bother searching the online reference of the desperate at Wikipedia), it would seem an N K Mg deficiency in papaya most likely means that some farmer was negligent in applying, or too poor to afford, fertilizer.
