Contrary to popular belief, you don't need the oxygen cranked way up to cut. It just wastes your oxygen!
You go to your regulators on your tanks: On your acetylene you set it to 7 PSI. Then, on your oxygen you set it to 14 PSI.
If you have the proper size cutting tip for the thickness of the metal cut, this should work good for you if you angle the torch for proper pre-heating during the cut, and maintain proper travel speed so as to consistently maintain the puddle of molten metal.
The only time I usually deviate from the mixtures mentioned above, is when I'm dealing with rust scale that I'm using the force of the oxygen to blow it out of the way. In cutting steel, rust insulates where you are cutting, and makes it difficult to get a clean cut. If you want or need a clean cut with rust present, lightly hit it with a grinder.
