who may I say is calling?

    Xpert is correct.

Whom may I say is calling?
To use "who", you should restructure the sentence:  "May I say who is calling?"
As missactive noted, "whose" is incorrect.  "Who is" or "Who's" is grammatically correct.  "Whose" implies ownership...."Whose smelly socks are those?  ICK!"
