      Could be an electronic idle module or a vacuum line.

        Sounds like fuel starvation first . Could be a vacuum line broken. I would visually check the  the distributor with the cap off . Go to the book store and find a copy of  Idiots Guide to VW repair . I don't mean anything by this its just the title of the book. Look under idle in the troubleshooting section. Hope this helps   Bill
