      A stray dog is a dog that appears homeless, the dog may of escaped his enclosure and the owners are looking for thier pet ,or the dog might be an unwanted pet and someone has  dumped the poor animal.If you have come across a stray dog approach the animal carefully, as you don't know it's temprament and restrain him with a leash,  then you could  ring animal welfare or the pound.With a bit of luck he could be reunited with his owners.
