You have to buy a scanner(usually about two hundred bucks)  and then you have to program the frequencies in that are used by your local police dept. There used to be a book you could  buy called Police Calls from Radio Shack.  Don't know if they still sell them though.  That has all frequencies and codes.

2) Click on your county on the map

3) Under ad for google earth, click, Launch the county web player

4) In pop up window, see player with list of towns, find your town and click it.

you could buy the scanners in england as long as you are not caught listerning to them,
