    how to close out windows when they are not allowing you to close out a program?

    Closing a program that is not responding can be done by pressing the keys combination 'Alt'+'Ctrl'+'Delete'. Pressing that combination may open a menu or open the 'task manager' directly; when a menu opens, choose 'start task manager'. When the task manager opens find the window you wish to close out of the list that is on the manager's window, and choose to close it.
