how to plant tulips in the spring
I received some bulbs in the fall but did not get them planted. I kept them cool in the garage during the winter. Now they are sprouting in their plastic bags. Any hope that they will survive if I plant them now? Should I soak them in water first? Should I plant them in a planter and keep the planter in the refrigerator for a few weeks?

Plant sprouting bulbs as soon as possible
In the spring, as soon as the ground is workable, plant your bulbs in the desired location outdoors. They will grow and bloom this year, but be aware that their bloom will be less impressive than it might have been due to the fact that they will not be well established. With these bulbs, it is extremely important that you do not cut back the foliage after the blooms are spent. They will desperately need to restore their energy reserves as they will not have had a good root system to help support them through blooming.

Tulips are usually planted in the fall. They need time to adjust to the grounds and then go dormant for the winter before sprouting and blooming in the spring.
In your case, try finding a sunny location of well draining soil in your yard and try to plant them deep enough so that the sprouts DO NOT show above the dirt. This gives them a little more protection from the weather and will allow them to come up at their own pace.
Just because they are sprouting doesn't mean they need to be planted - you could cut the sprouts off and put them back in a refrigerator but this time put them in a brown paper bag that is taped shut or use a clothespin to close the top. Brown paper allows the bulbs to breathe but will keep out most of the light (which is why they are blooming), do not store in plastic bags or they will rot. They need to be refrigerated until the fall.
