      I have heard of a frozen shoulder but the neck it must mean the same thing it can becaused through  alot of things to much exercise a draft or even arthrites it seems to be very tight and you cant move see your Doctor for antiflamoraty tablets and put a hot water bottle on the part and then ice and repeat
