The main tasks of a health inspector:
    - Guide restaurateurs and restaurants' staffs on how to prepare and handle food correctly.
    - Fine restaurants in cases of violations of food handling codes.
    - Conduct inspections of food services to verify that they follow health codes.
    - Write and publish restaurants' inspection reports.
    - When necessary, collect food samples in order to trace sources of food poisonings.

If you see cooked food moving, there's something wrong. Then you shut the place down.
