Most modern water meters have an arrow which only moves around when water is coming through the meter, check that, if you have nothing turned on, and it is moving, there is a leak somewhere.  First place to check is all of your toilet tanks, the flappers may not be seated as they wear and do not block the hole at bottom efficiently.  (An easy fix, if this is the problem)  Just shut the valve in back of the toilet off if you suspect a leak, and then check meter, it should stop spinning, and you will not hear the water anymore, if that was the source of the leak...  Bustieone
