      I think it has to do with the fact that the property is mortgaged well beyond its value.

        It also could mean that it is in need of some repairs or in real estate lingo, TLC.

        It refers to a buyer who is very motivated to sell. The buyer may be financially strapped or may simply be anxious to sell because he inherited the property and wants to cash it in as soon as possible.
