It could be a BALL PYTHON.
Ball Pythons come is all sorts of colors along with RED on WHITE, BROWN on WHITE, and YELLOW on WHITE.

It does "sound" like a rat snake. I have a ball python and they do come in "white" but their white is more of a yellowish white (even when they are considered albinos)....it's more than likely harmless but it probably is best to not get too close if you don't know for certain what type of snake it is.
