War on Waste!, Trash Target Games TODAY with Prizes!, Turning kids onto trash sniping with prizes can have amazing results. Like Tom Sawyer talking kids into painting a fence, motivation can do wonders. Get a few PCs or games donated and you'll have to pick up your newspaper when its delivered or it will be sniped off your lawn. Different age groups should be offered prizes that are hot for their group. I'm 66YO and I'll be there for Orchids, potted plants, coupons, discounts, etc.

A thesis sentence should encompass the subject surely? An opening sentence might be:

Waste is a global problem: individually we can make a difference if we tackle the local source.

That leaves you in the perfect position to introduce your ideas on a community clean-up, and motivation such as robertgrist has suggested, could be a part of it.
