    when is the best time to trimtrees or shrubs

    It depends upon whether they are flowering and fruiting or just foliar.  Anyway, most are best trimmed in the spring, early, unless.  They may also be trimmed in the fall.  Just do not trim during the peak of growing season, as it is too stressful, and the plant may die of fluid losses.  If you are trimming fruit or berries, check an online site for pics of what a fruit bud looks like and avoid pruning them off, or you will have no fruit.  Their are branch buds, and fruit buds, you want to leave the fruit buds...
