You are confused. The "Articles of the Confederation" was not America’s first form of government!

The "Articles of the Confederation" was the “Constitution" adopted by the southern American states that attempted to success from the “United States of America.”

The United States of Americas first and only form of government was as a “Republic of Sovereign States,” not a Democracy as many seem to believe, governed by the "US Federal Constitution" that granted the power to the people in the individual states, via their democratically ELECTED , Representatives to the US Senate and House of Representatives OVER the power of the federal government.

The attempt to succeed, led to the US Civil War that ended the Confederacy.
