Yes, transferring downloaded files from computers to other devices, or vise versa, is possible. Once file is downloaded to a computer it can be transferred to a kindle or a tabblet through a usb cable. Once such connection is made the devices recognize each other, and transferring files between them can be done by copying or cutting the file from one and pasting it in the other (by highlighting the file, clicking 'Ctrl + c' in order to copy it, or 'Ctrl + x' in order to cut it, then opening the connected device folder, and then clicking 'Ctrl + v' in order to paste the file).
