He hasn't got the hots for you.

This would be unusual phrasing for a man in the United States. I suppose he has warm feelings toward you and that he isn’t overcome with the fire that love sometimes produces.

How did you feel when he said it to you? Warm? Cold? Hot? Cool? 

Sounds like he wants to be just friends and that's it...

It's a nice way of saying he doesn't love you...............

AT THIS POINT IN TIME, the man has good feelings about you, but is not thinking of you romantically or as someone he might marry.  This doesn't mean those warm feelings won't change as your friendship continues. 
He is your friend. Don't abuse that.  Be yourself and allow the relationship to follow a natural course. One day he may look at you and go, "WOW! I think I am in love."  It happens....I know this from personal experience as well as several friends.
Of course, as Melody answered, how YOU feel is more important.  
Once a guy wrote on the back of his senior picture to me, "....just words to let you know I think you are swell."    YUCK.  Who wants to be swell???   Who even USES that word unless they are talking about a broken ankle???   Two years later, we were dating; should have been married 30+ years by now.....boy, did I mess up that relationship.

I would say it is just another way of saying he feels fond of you, in a manner saying he appreciates what you have brought into his life...while yet not making an effort to go past that point.
