Called 'ballast' There are several 'ballast tanks'.. They maintain the submarines 'buoyancy' and its balance underwater by adjusting water/air ratio.. The rate of assent or decent are controlled by fins called 'hydroplanes' .. When the submarine surfaces, theis is done by releasing compressed air into the ballast tanks displacing the water that keeps it submerged.. Simple physics.. :)

Correction, the hydroplanes 'help' in ascending and descending by adjusting the submarines 'angle of attack' are also known as 'attitude' in aircraft. The hydroplanes are like the fins (pectoral fin)on a fish, actually if you study a fish's movement through water you will see the similarities of that and a submarine.
