If you want to add photos so its displayed under the "View Photos of _____" link, click Photos under Applications on the left hand menu. Then "Add New Photos" to make a new album, which will take you to an upload page.
To add pictures to an existing album, click My Photos instead of that and edit an album to add pictures.

To set a photo as your profile picture, click "Edit" beside Profile at the top, then click Picture. Click browse to pick a picture for your display photo.
