There are two ways to unblock Belloq in lego Indiana Jones 2 for wii:
1. You need to swim out to the island with the parked big boat and sub, that's the entrance to level 5 (boss battle), and when the level is complete you need to build Belloq and then you can use him.
2. Or you can try and use the cheats that unlock (i hope they work):
CHN3YU (Desert)
TDR197 (Jungle)
VEO29L (Priest)
